The PMC File Transfer Protocol (FTP) Service supports PMC with the following service:
PMC ID Cross-referencing
Cross reference any PMC article ID with identifiers such as PubMed IDs, DOIs, and Author Manuscript IDs
File: PMC-ids.csv.gz, a file in the top-level FTP directory

NCBI supports secure FTP via SFTP. Please use SFTP or the HTTPS protocol, e.g. https://ftp.ncbi.nlm.nih.gov/pub/pmc/PMC-ids.csv.gz
